And the entire cost should be borne by Johnson Controls, Inc. in Milwaukee Wisconsin. Not the public taxpayer. It was Johnson Controls that forced the selection of this site, opting not to consider the Gheen Corners site instead. Gheen Corners had all the safe sight lines, a 90 degree controlled intersection and was already a commercial cluster. Had JCI agreed to a citizens committee to locate the school at Gheen Corners, we wouldn't be talking about this today!
