Good point Marshall but the problem is that, yes, the commission and most all of us don't really care what the content of the PEIS is but this is because that even if they performed the PEIS there would just be another layer that will be added on after that.
Let's face it - the environmentalist's goal is not to make sure this will be safe for the environment, their goal is to stop it completely and anyone who does not recognize this is living in la la land!
