Thank you for this. How can a regulatory agency:

a. first approve maximum, allowable contaminant levels as a condition of a mining permit and later, b. allow those standards to be altered for the convenience of the polluters?

It is an event sequence that has become standard operating procedure for mining operations across America, across our once-pristine landscape. Only a corrupted government would allow this. They are betraying their constituents by doing so.
