No one thought to call Rukavina?

Just read the article regarding proposed land annexation as well as your editorial.  Unbelievable!!  Apparently, the thought occurred to no one in the school administration to call Commissioner Rukavina to secure details of his proposal before making a mess of things.  Is this new superintendent for real?
